In 2012, ICCWC developed the Wildlife and Forest Crime Analytic Toolkit in response to the
growing recognition that wildlife and forest crime was becoming more organized,
transnational, and linked to other serious crimes. The tool was created to provide
governments with a comprehensive framework to assess their criminal justice responses
to wildlife and forest crime across key areas. Based on the findings, governments are able
to address the most pressing priorities, as well as guide international donors and
organizations in providing evidence-based support.
Alongside the Toolkit, ICCWC launched the complementary Wildlife and Forest Crime
Indicator Framework in 2016. This enables countries to measure and monitor the
effectiveness of their law enforcement responses to wildlife and forest crime. It provides a
standardized framework to monitor any changes in national law enforcement capacity
and effectiveness over time. The ICCWC Toolkit and Indicator Framework were revised and
updated in 2022.
Over the years, ICCWC has supported the implementation of Toolkit recommendations in
a total of 18 countries and Indicator Framework recommendations in 24.
