LAUNCHED THE GLOBAL LAW
ENFORCEMENT OPERATION
THUNDER TO COMBAT
ACHIEVEMENT #9 WILDLIFE TRAFFICKING
2017
Operation Thunder is the largest global law enforcement multi-agency Operation bringing
together customs, police, forestry, and wildlife authorities to combat wildlife trafficking
across the globe. Since the Operation’s launch in 2017, ICCWC has organized and
supported nine of its iterations. Over the years, there has been increased interest and
engagement from countries participating in the Operation. In 2024, 138 countries
participated, representing 70% of all countries worldwide.
ICCWC has played a central role in coordinating these efforts by offering tailored technical
assistance to countries to enhance their capabilities to deter, detect, detain, and
dismantle criminal networks involved in wildlife trafficking. This assistance included tools
and platforms designed to support law enforcement efforts, pre- and post-operational
briefings, and case support and by setting up operational coordination units that provide
dedicated support and mentorship to ensure the Operation’s success.
ICCWC’s commitment to continuous review and improvement of each edition of the
Operation, drawing on lessons learnt, has ensured that operations improve year on year.
Some notable milestones include strengthened collaboration between customs and police
authorities in various jurisdictions, significant seizures of trafficked wildlife, arrests,
investigations, and the prosecution of criminals engaging in wildlife trafficking.
