CORRUPTION PREVENTION IN NIGERIA
In Nigeria, ICCWC began its engagement in 2019, launching a multi-agency anticorruption initiative. A 2020 training-of-trainers on corruption risk management for the
Economic and Financial Crimes Commission (EFCC) laid the foundation for broader
reforms.
Between 2021 and 2022, corruption risk assessments were carried out with four key
agencies: the National Environmental Standards and Regulations Enforcement Agency
(NESREA), Nigeria National Parks Service (NPS), Nigeria Customs Service, and the Federal
Forestry Department (FDF-FMENV). These efforts were coordinated with national anticorruption bodies including EFCC, the Independent Corrupt Practices Commission, and the
Nigerian Financial Intelligence Unit, promoting strong national ownership.
All four agencies developed and adopted mitigation plans by the end of 2022 and had
operationalized Ethics and Transparency Units by 2024. ICCWC’s continued support
included development of a Code of Conduct for NESREA, Anti-Corruption Guidelines for
FDF-FMENV, and a sensitization package on wildlife and forest crime, and the role of
corruption as facilitator of these crimes. A supported study tour by NPS to Kenya also
enabled valuable peer learning from KWS’s advanced anti-corruption practices.

adopted a Resolution
dedicated to addressing
corruption.
